when does an object ball get spotted on the head spot in the 14-1 game thank you jon

When the last remaining ball is within the racking area...such that the ball will not be touched when racking the other 14 balls.
Wrong pocket, scratch, and wrong ball......get spotted starting at the foot spot and progresses to the foot rail.
