my enemy last night in straight pool was loosing and took his cue and smashed all the balls then told me to place them where ever i want...is this technicaly a 15 ball foul, loss of game, or what?

Well, that's a guy I would never play again.

Was this a "friendly" match, sanctioned league/tournament match, or a money game?

It would be at a minimum 15 point foul I would say, but that should be a loss of game/forfeit. I have no patience for cocky disrespectful players.

Loss of game. You cannot be expected to continue play against such behavior.
