If I had to guess, I think you might slip it over the handle part of your cue as a grip?

Many, probably most, carom players use rubber grips. The surgical tubes are cheaper and thinner than the standard ones and very effective at keeping your hand from slipping even with a light grip on power shots. They do wear out. When I was using them, they lasted a few months.

I use these. The only thing I don't like is the strong smell that lasts a day or so when you open a new one.

Common sense would dictate letting it 'air dry' outside for a day or so.

Yup.
Insert from tip end until secure, roll up and remove.
Flip ring over and roll from tip end to desired bottom location. Unroll ring toward tip.
