Automotive aerosol brake cleaner (not carb cleaner!!) works nicely. Spray it on a rag liberally and give it some mild scrubbing. Use a stiff plastic bristle brush if needed. It's cheap and it melts the contact cement right off and it's safe on plastic in case you get some on your laminate. Once the cement is gone rough it up with some 100 grit sandpaper. Disclaimer, that has been my experience about being safe on laminate and lots of other plastic automotive stuff. Your results could vary, be careful.
