I install the tip to the pad. Then I place the TIP in my lathe chuck and turn down the pad to the tip. For me, it allows for easier centering of the assembly on the ferrule.
 
I sand one side of the pad & glue it to the tip. Then I trim it flush to the side of the tip on my belt sander. Lastly I put the tip in my Porper tip centering tool & glue the assembly to the ferrule. I trim the tip & pad with a blade, while it spins in the lathe...JER

Good question. I've tried it both ways, but glueing the pad to the tip, and then to the ferrule works best for me. I find I am able to apply pressure to the tip/pad assembly evenly whithout getting glue on me.

Pad to the ferrule,clean it up and then normal tip install.The fiber pad will look much better after you put the tip on.
 
I've always done both together right on the cue. Cue in my 3 jaw, sand the tip, dab on the glue, place the fiber pad on top of the glue, dab on more glue, slap them on the cue, clamp with round nose live center, wipe off the access on both and let it set up. The pad slides around a bit but the Ø is so large it doesn't matter. At a low to medium rpm I turn them both close to flush with my round nose while keeping clamp pressure on the end of the tip. Then finish turn flush with a box cutter at a high rpm.

I've always done it this way. I find it much easier to trim the pad fairly close to and concentric to the ferrule this way. I then face and sand the pad and install the tip as usual. When installing a tip or pad I don't use the tail stock to hold the tip in place. I put my thumb against the tip or pad and run the lathe around 2-300 rpm while moving my thumb around so as to concentrate pressure on all areas of the tip, hopefully, to eliminate any air pockets.

I also do it this way, never thought about doing it any other way and I don't think I will ever change it. For me putting the Pad on the ferrule first allows allows me to trim it to a perfect size for a much cleaner transition between the ferrule and the tip.

But, I suspect that either way will work well, and I am uncertain that it really matters which way it is done anyway!!!
