This is a cool old birdseye Tim Scruggs with 8 Ivory spears set in cocobolo ovals. It has a rare cool old piloted yellow micarta joint. (3) shafts, one original and 2 made later. One is approximately 12.8mm with an ivory ferrule. The other 2 are 12.4mm and 12.7mm. The butt of the cue weighs 14.8 ounces and the shafts weigh 4.0, 3.8 and 3.7. Looks like it could be a cortland wrap. Everything is straight.
