Differences between the World Standardized Rules and the BCAPL rules

I don't think an official comprehensive thread on this topic exists, so I thought it might be interesting to make one. I don't have enough time to do it all in one shot, so I thought if there is interest we could put it together over time.

Hopefully by the time the BCA Nationals roll around next year we can have a lot of them listed, or perhaps this thread will just have long faded into oblivion. Either way. :D Anyway, here's how I thought it could work:

I'll use this first post to list all the rule differences with short summaries, and put links to the full rule wordings. If you find another rule difference, post it in this thread and I'll update this first post accordingly.

This can cover, 8-ball, 9-ball, 10-ball, 14.1, and One Pocket. Since the WPA does not publish One-Pocket rules, I'll use the onepocket.org rules where applicable. This probably won't come up much if at all anyway and my not be useful since I've never heard of the BCAPL doing One Pocket events (nor 10-ball, nor 14.1 for that matter), but hey you never know.

Here are the full official rule sets:

This could end up to be a huge flop, or really cool. We'll see. :D :o It might be a little disorganized at first, I'll try to clean things up as we go.

I'll start with the one rule from a recent thread which inspired me to finally start this thread:

  1. Three Foul Rule: In the WPA Rules, the warning must be issued to the shooter who is on two fouls when he comes to the table for his possible 3rd foul. In BCAPL Rules and OnePocket.org Rules, the warning may be issued any time after the 2nd foul is committed.

Disclaimer: I will try my best for accuracy, but I am not responsible for any errors that lead to arguments and/or loss of money due to the following of an improperly documented rule difference. :duck:

Three Foul Rule

BCAPL Rules:

3.6 Three Successive Fouls (9-Ball)
If you commit three successive fouls in one game you lose the game. After your second successive foul your opponent or a referee must warn you that you are on two fouls and you must acknowledge the warning. If the warning is not issued and you foul a third successive time:

a. it is not considered your third successive foul;

b. you do not lose the game;

c. your foul count remains at two.

4.6 Three Successive Fouls (10-BALL)
<same wording as 9-ball & One-Pocket>

5.13 Three Successive Fouls - Penalty (One-Pocket)
<same wording as 9-ball & 10-ball>

6.16 Successive Fouls - Penalty (14.1)
1. When you commit a foul, in addition to the appropriate point penalty you are now ?on one foul? until your next (second successive) shot attempt. If that shot attempt results in a legal shot, the first foul is removed. If you fail to make a legal shot on your second successive attempt, you again incur the appropriate point penalty and are now ?on two fouls?. If you are ?on two fouls? and your next (third successive) shot attempt results in a legal shot, both the first and second fouls are removed. However, if you are ?on two fouls? and your third successive shot attempt does not result in a legal shot, you are penalized the appropriate point penalty for the foul and an additional 15 point penalty for committing a third successive foul. Your opponent then has the option of accepting the table in position or having all 15 balls re-racked and requiring you to meet the opening break requirements. After the penalty for the third successive foul is enforced, your foul count starts over at zero.
2. After your second successive foul your opponent or a referee must warn you that you are on two fouls and you must acknowledge the warning. If the warning is not issued and you foul a third successive time:

a. it is not considered your third successive foul,

b. your foul count remains at two.

3. The three successive fouls must occur on three consecutive shot attempts, not merely in three consecutive innings.

WPA Rules:

6.14 Three Consecutive Fouls (General Rules)
If a player fouls three times without making an intervening legal shot, it is a serious foul. In games scored by the rack, such as nine ball, the fouls must be in a single rack. Some games such as eight ball do not include this rule.
The referee must warn a shooter who is on two fouls when he comes to the table that he is on two fouls. Otherwise a possible third foul will be considered to be only the second.

OnePocket.org Rules:

7. Three fouls in a row
Three consecutive fouls is loss of game, however the opponent or tournament referee must notify the player that is on two fouls, prior to their third foul. Should no notice occur until after the shot resulting in the third foul is in motion, it is not immediate loss of game, but the player will be considered to be on two fouls for their next shot.

The three fouls rule is often waived in after hours situations by agreement between the players.

Pending BCAPL change

New language, requiring a warning as the player with two fouls approaches the table, has already been added to the upcoming 2009-2010 edition of the BCAPL book for all four games referred to. It will be effective for BCAPL play beginning 6/1/2009.

* The contents of this post refer to BCA Pool League (BCAPL) Rules only. The BCAPL National Office has authorized me to act in an official capacity regarding questions about BCAPL Rules matters in this forum.
* No reference to, inference concerning, or comment on any other set of rules (WPA, APA, VNEA, TAP, or any other set of rules, public or private) is intended or should be derived from this post unless specifically stated.
* Not every imaginable rules issue has been addressed by the BCAPL. Nor will it ever be, as evidenced by the seemingly endless situations that people dream up or that (more frequently) actually happen. If I do not have the answer to a question I will tell you so, then I will get a ruling from the BCAPL National Office and get back to you as soon as I can. If deemed appropriate, that ruling will then be added to the "Applied Rulings" section of The Official Rules of the BCA Pool League.
