Cue Identification

My friend came across this cue and he and I were curious about any information we could get on this cue. It's construction is unusual along with its proportions.

It's thin at the tip and wide at the butt. I measured it to be 11mm and the butt is 34mm.

I'm assuming the yellow ferrule means it's made out of micarta? It also unscrews.

The joint appears to be 5/16x14

But then the joint unscrews as well

Any info on this cue would be greatly appreciated, and let me know if you need pics of something else. I couldn't get the bumper off to look on the inside with the weight bolts.

A friend of mine plays with a cue that looks exactly like this and it is a Rich Cue that he won in a tournament in the 70's

I dont believe the Joint SS collar should unscrew; possibly the glue is unbonded. The ferrule looks to be Micarta. Some cue makers in that time frame made unscrewable (is that a word) ferrules, Palmer included, in case a tip flew off or you wanted a different hit/tip.
