Fiat money. The government needs an expanding economy to keep things going. In the 1940's it was made into official secret policy, never to pay the debt, never to balance the budget, to use inflation as a tool to combat deflation or even a stable economy. To do that they need an expanding population. Since Americans are not procreating at a fast enough rate the government allows higher immigration numbers.... including illegals to provide those extra tax payers. They are not just new citizens.... they are the new tax base.
The day of its intended use passed long ago, but then we created another problem. Don't look for a repeal of the amendment any time soon any more than a repeal of the income tax or a Presidential candidate talking about paying off the National Debt. While giving lip service to its existence, O's double down, no one is going to do a thing about it. If Trump now does an about face on illegals it will be because someone sat him down and showed him the books.
