Medium to light blue in color , fiber consistency , rock hard , what is it?
Is the tip homemade? Maybe marine fiberglass? I asked for elkmaster and this is what I got.

It actually is an Elkmaster.

Elkmaster dont go well with sanding downwards as you would with multi-layer tips.
Use rotation + sharp blade, then just some sanding as last finish.

You made a nice polish on the side! I couldn't really...

Looks like an Elk Master to me. Maybe someone soaked it in Gorilla Glue to make it a "Gorilla Dud" instead of a "Milk Dud".

First photo of thread shows a pressed tip, obvious.
Photo below shows original flat top compared to brand new naturally domed elk master tip.
I had to hit the shaped tip with everything I had to achieve the dome.
