If ya foul by either touching a ball or not hitting cushions do you have ball in hand behind head string if ya want?

Also wondering when all 15-balls are reracked(not break) and plays a foul, can the incoming player choose if he want to continue or not?

WPA rules in my mind.
Read through the rules for 14.1 but couldnt really make up my mind.

The answer to the first question is no, the cue ball is played from where it lays by the incoming player.

The second question the answer is no as well, not a choice.
