My daughter ran across this at an antique shop and is thinking about putting it in their game room but she wants to know what it is first and what the rules are for playing.

Looks like some sort of high end bumper pool game

Yes, this is a pub game in England called Bar Billiards.

See youtube to understand. It's a timed game where the balls fall into holes on the surface and travel through channels and back out in the storage box in the front. Once the timer counts down a "Bar" blocks the channels no longer allowing the balls to be released. This is why it's called "Bar" Billiards. Not because the game is played in a Bar or a Tavern.
