Please help ID cue.

I was at the flea market on Friday and found this piece for $25. Please help. My thoughts were it could be a Palmer but not sure. I am also baffled with the ferrule. hmmmm. I know for sure it's not a 20buck cue. Thank you in advance.

Thank you. Any idea about why the ferrule is screw on like that? I talked to my cue repair guy from years ago Guido Orlandi the other day and asked him about it. He is guessing someone did a custom job on it but not sure. Thank you for the reply.

Guido has been around long enough to know that Palmer offered a screw on ferrule. Anyways, the screw just came out of the shaft, maybe someone glued the ferrule to the threaded rod. But the thread should be stationary to the shaft.
