If all the balls are up table behind the headstring, and the incoming player has not scored yet, if he takes an intentional scratch and shoots the cueball into a pocket, does that mean the other player has to shoot the cueball so that it leaves the kitchen first and then strikes a ball, or is there a special rule for that?

closest ball the headstring spots?

Is that a real rule or did you make that up? I think that's a pretty good rule for this situation.

According to the BCA rule book that's what happens. Object ball closest to the headstring spots to foot spot.
