Old Viking tenon ??

Had a gentleman bring by an older early window cue Viking for a tip change and noticed his ferrule was loose. It came completely off and this is what I found. Looks like someone tried to nail a ferrule on unless this was from factory. I know old Vikings had a medal threaded tenon but not this. Anyone know what's going on here? Thanks

Looks like someone tried to make it low deflection.
Plug it and start fresh.

That's exactly what I told this customer because the ferrule was also cut shorter than normal, about 1/2 inch.
Imagine the guy who did this and thought you cut the ferrule short to lose weight for low end mass and then added a steel tack to hold it
