Winner breaks is for bars and ring games with cash players. Alternate breaks for pool tournaments. Loser breaks for cash games, long matches with pro players.

I still charge $6 per hour per person and it gets cheaper the more people you have at the table. My only competition in my town are little bars, and they let you play for free. I guess it depends on where you live and what competition you have. $13.50 might be fine in NY City or California.
