Nice drawing pj... My upper arm is MUCH more parallel to the table surface than what you’re showing there.
With my hand more under my shoulder my cue remains somewhat level to the table during the entire stroke
and the butt could even drop somewhat lower during the backswing.

I think the stroking hand should be close to under your shoulder when the cue tip is near the CB.
Where your cue is before stroking at the CB is when (as you said) your hand is below the elbow.

My guess would be the slate point was broken off on one of corner pockets.
Instead of replacing, or gluing it back in place, someone tried to blend it in.
The blend itself looks ok but the matchup to the other corner point is lousy.

This ^^^^... If young kids hit balls with a chicken wing stroke they may find it hard to change over.
By standing on a box when shooting they'll develop a pendulum stroke, such as snooker players.

To align to the shot line, the butt of your cue must align with the OB... with the cue tip and CB on that same line... between the butt and OB.
I always check to see that my stroking hand is aligned to the object ball. Your stroking hand and chin should always be aligned with the cue, cue...

Not many pool cues have a "pin of the shaft".. If you change the shaft thread
to match the thread that's on your butt pin, I don't think it should effect the hit.
