The lottery thing is you buy a ticket, if your ticket is drawn, you bought yourself down 1 playing level. So if you were a 4 playing every race to 4 against your opponent, then you are now a 3 playing every race. It adds a lot of money to the pot, but I'm against it.

I have a copy of the book, and I don't want to rake anyone over the coals, but wonder what is a fair price. Has it gone down in value?
