The British pool federation has 57 members. I wonder what kind of funding they have, if any.
On the other hand, Germany has about 20,000 player members in the federation. At that point, membership fees could help even without government support.
The last I heard from a Polish pro, they receive little support from their national federation after the youth program. Another factor for both federations is likely the split between the WNT and the WPA.
In American English, the phenomena related to side spin are referred to as "cue ball deflection" and "swerve" and "throw". Throw, in American English, is the change in the path of the object ball from the rubbing sideways of the surface of the cue ball during ball-ball contact.
I went last year. The hotel room was, if I remember correctly, 110 euros per night and I think that included breakfast. A double might have been 150. A round-trip flight to Sarajevo from SFO, including a large bag, was $750. I don't know how Fedor got to $3500 unless he flew first class.

Did the seller claim the balls were new? Did they come in the green box with Aramith printed all over the box?
You could call or email Aramith USA or one of the US distributors.
Try a chess/game clock. There are various possible penalties for running out of time. There are several modes in modern chess clocks that make them more suitable for pool. This has been discussed before.
Here is a thread about Ermanno's attempt at a World Cup from 2010. In the end, it appears that he had no contacts in casinos and much of what he said was disconnected from what was actually happening.
In his room, he pushed pin billiards very hard, but few people wanted to play it. He had some...
