Vintage Adams cue identify? Age? Value? Authentic?

Up for trade is a Jack Madden custom cue. 9 out of 10 condition. Two original shafts, Ivory Ferrules. 12.75mm each shaft. Cue could pass as new. Looking for customs w/ 3/8 x 10 pin or high end predator or schon cues.

Was told it was a "Chief" Higgins custom cue. Cannot contact him, only info was on a old website. Any help would be greatly appreciated confirming or reasons to believe its not a higgins, etc.. and if you have seen one or have one similar a price range would be helpful.
