Valley slate too low?

I’m helping a friend recover his older Valley barbox he recently bought. When I first looked at the table I thought it had the wrong profile cushions on it because the rail nose height was at 1-11/16. So of course the balls were banking dead with no rebound. So as I’m trying to adjust the rails down to proper 1-7/16 nose height, the rails sit way below the edge of the table.

We pulled the slate last night to see what’s going on, but it looks no different to me then any other Valley barbox I’ve been into.

I’ve decided to add 1/4” shins to the slate ledges and the center beams. I figure that will get the slate height back to where the rails will be level with (or slightly above) the railcap.

Has anyone else seen this happen? It’s almost like it needs a 1” piece of slate. Although I know Valley tables always used 3/4” slate.
