I can view it without logging in. When I click on the stream and the window pops up to login or create a new account there is a "Not Now" link at the very bottom. When I click it I get the stream.

That option isn’t available for me, just the login in or create account screen.
And I’m not even Canadian.

Is the poolactiontv stream up yet? I just purchased a 4 month membership, and the stream is not playing at work. Either it's not up, or my work has blocked certain streaming from working..
