I have a couple of old shafts that I don't use so I was wondering is it possible to convert from a 3/8x10 shaft to a 3/8x10 Modified? I have a butt with the modified pin I don't have a shaft for. The standard 3/8x10 will screw on but it's very tight and not a great fit.

If so, is it just a matter of re-tapping or is there more involved? Will a standard 3x10 tap work or is a special tap required? Thanks.

Same tap. The hole size and depth might be your only obstacles. Measure the pilot of the modified screw against your hole size. Then the dept of it.

Ream or redrilling with a larger bit will most likely solve your problem.
