Mueller won't impeach or recommend it. That will come from the fact that Trump has 1

The thing that will keep Mueller from issuing an impeachment report is that he is not an Independent Counsel who has that power by the statute creating that office. The IC statute was always passed with a sunset clause, requiring it to be voted to be re-enacted if it were to exist after its automatic passing out of effect. It was re-enacted several times, but then allowed to finally lapse.

Since he is instead a Special Counsel, he can only report to the AG (or acting AG).

He can recommend that the AG pass on his report to the Congress, but that is the discretion of the AG solely.

However, if the AG declines any of SC Mueller's recommendations, he is required to report that fact to the Congress, including what that recommendation he is turning down was. That will tip off the Congress, who can then have Mueller testify as a private citizen, but he will still need to maintain grand jury confidentialities.
