If the tip is chalked correctly the leather does not contact the ball at all. The tip hardness, diameter and shape are the only things that matter. I will also venture to say that the same maximum draw can be achieved with any of these tips if the technique and contact point are correct. It's largely a matter of preference, different players will be more confortable with one or another.

May be billiard chalk may have much wider usage if it prevents not desirable contacts? :D
You are correct, the chalk layer is a barrier between the tip and the ball, providing the necessary friction.
