The stereotype image of the thread title doesn't seem to fly in some circles, thank goodness.

You wanna meet strange, odd, different people whose lives have dissipated into meaninglessness due to circumstance both within and beyond their direct control?
Come to work with me for a couple of days. I or any other number of other workers, will point out a good dozen to you whom we have to interact with on a daily basis. And I'm talking about skilled laborers here.
People down on their luck, out of luck, or who have unfortunately rarely had any luck are everywhere, are not just in pool halls. I don't personally see a disproportionate number of them at the pool hall I frequent.
Two places I don't frequent at all that depress the hell out of me, as some have already pointed out, are local dive bars and the other even more truly depressing places to me, are casinos.
I only visit casinos for the buffets on my camping group trips, but there's nothing as sad as seeing pensioners (who otherwise appear to still have the health and mental capacity to benefit society in some means) glued to the Blackjack machines losing their money that could be put to better use.
I certainly have seen plenty of characters at pool halls and at dive bars playing pool, but why shouldn't they play pool?
I'm going to make an unqualified guess here, also. I'll say the odds are that most of us who prefer seeing "characters" and may even derive entertainment from interacting with them on a regular basis are lifelong centralized urban city dwellers who have been exposed to various urban lifestyles, legal or illegal, and simply are used to dealing with those lifestyles on a more regular basis.
I used to occasionally go and shoot pool at Lenny's on Wisconsin Avenue (the original Romine's) in Milwaukee just for the entertainment value. Many people would consider it a high crime area (near Marquette University). You had a serious street crowd in that joint. Practicing was near impossible because there was always somebody worth watching or listening to. Serious entertainment bang for you buck there. It's been closed for a while, I believe.
I, today, could afford to go live in a tighty-whitey village out in the burbs, but personally I'd go nuts and die of boredom and depression if I had to spend most of my time dealing with those boring ass people whose whole life goals are to isolate themselves from what happens in the city.
I use to see that years ago but now sure therès young guys that smoke weed and drink been there done that 45 yrs ago.Today i see more respectful people women men families enjoying league nite where i go not very many loosers anymore you might see the odd one.
Look a little closer.
What you'll see is ex-soccer Moms and Dads, with a cocktail in one hand and a smart phone in the other. By the end pf the night the soberest of the two will drive home where they with engage in something akin to sex, then call it a night. In a year, or so, they'll get bored and move on to something else, like AA.
Did you ever wonder why there is so much turn-over in League?
Maybe it's just me, but I see a disproportionate amount of weird in the pool world, more than poker, golf, ping pong, darts, cars etc etc... I mean there's nothing wrong with it and it makes it for an interesting culture, I'm not knocking anyone bc we all go through shit in this disaster called life, but pool seems to be a magnate for it. What's the draw to the game. Is it the acceptance of anyone interested in this game called obsession, or what? Any thoughts? I knew the rocket. An old vet who drank himself stupid and popped pills and smoked weed from morning tonight at the table everyday till close, until he inevitably lost it and got send home. I'm sure the man saw some shit in life and I was sympathetic. I knew one that didn't work and lived on people's couches for the last ten years just to play pool. Doesn't talk, doesn't get mad, just plays pool. All day, everyday. He needs enough money to play and gamble, has gone day without a meal but played pool all day. All skin and bones. If you offered him half your sandwich he'd take it, but he wouldn't spend money on food bc he needed it for pool. The generate gambler we all know, the druggie who stays sober enough to play some of the best pool you'll ever see, the tattooed jailbird who can play some, the divorced father of three who's a feadbeat but he's got the cash to play all day. Just some wonderful characters even though you wouldn't invite them in your home.

Pool tourney night is almost a guarantee that you will smell weed on people all night long.I dislike bars,drunks,and druggies and if it was not for pool I have virtually zero contact with that nonsense in normal life.
