Can a shaft be tapped to accept both a modified 3/8 10 pin and a radial?

Yes, but not recommended. The chance to cross thread the shaft is much greater when that is done.

The hole for radial should be .3125" before it's tapped.
The hole for modified 3/8 10 should be around .308".
If it's tapped for both, the 3/8 10 will be a little loose.

Mine has been tapped for over 2.5 years and is extremely tight not loose at all sometimes takes a second effort to break the cue down

Yup same here, but I didn't tap my radial cynergy I just slowly worked on my modified 3/8-10 pin cue to it, rolls straight and has a better fit than most 3/8-10 shafts lol just took a lil bit of slow elbow grease and chap stick for lube ( bertsbees) lol I don't recommend doing it but it's my shaft and worked out fine for me. Also I wouldn't do it to a wood shaft.
