Cue ID Help ?

Was told it was a "Chief" Higgins custom cue. Cannot contact him, only info was on a old website. Any help would be greatly appreciated confirming or reasons to believe its not a higgins, etc.. and if you have seen one or have one similar a price range would be helpful.

It's a jump break cue.. both joints are uniloc.

No clue. Cool handle, but has pretty bad point gap. This is a stumper.
