Question about chinese eightball

Watching this recent finals match between siming chen and kelly fisher, best of 33. The kid is trying the second ball break, and the black is going far every time, but not quite in a pocket. Kelly starts trying it too. When she finally sinks the black on the break, it is respotted! Anyone understand this? Why try it if it won't count?

When you make a all off the break, whether it's the 8 or not, you still get to shoot.
.....some conditions, hitting the head ball doesn't drop any balls.
