I have a paypal account linked to my credit card only. If someone sends me money to that account can i then transfer it to someone else's paypal account to pay for an item or will it just charge my credit card. Do i have to request a check from paypal to get the money out of my account? Thanks for the info.

When you buy something. Paypal will use your balance with them first. Then use your cc for any amount over what you had in you pp account.

Yes, when you receive money from some one from pay pal it goes into your pay pal balance, and that balance is used whenever you make a purchase. If you don't have the full amount in your balance it then will draw from your credit card. But it'll ask you 1st.
