Holes in GCII rails, I think its a GCII, Could use some help.

I could use some help figuring out if this is a hybrid gold crown, and what would be the recommendation for fixing the holes which are on two of the rails. I have included a picture. I would like to bring the table back up and make it look good again to turn a larger profit on it.

I got it from a customers home who should be getting a new diamond last week or this week.
