Reason for sealing cue shaft?

Can anyone explain to me the purpose in having a cue shaft sealed? I guy I know said that he always sands his sealant off his shafts. And I mentioned to him that I think it is supposed to be there to keep moisture from seeping into the wood and causing possible warpage issues. He negated that.
So I'm wondering what the purpose of sealing a shaft is so I know? Thanks
