I would try Chalk-Off or the other chemical cleaner spray.
The idea of taping it to a stick, I think would work well. I would use a microfiber cloth they do a Great job.

Thanks for the idea. I just did this with my own cue case.If your talking about powder residue, I've taped wet paper towels to the end of a broomstick before basically making a large q-tip. Had to repeat it a few times, but it worked pretty well.
I'll take, "What is a rag/micro-fiber-cloth?" for $400, please.I would worry about a wet paper towel disintegrating in the tube.
