So my cue has a 3/8 by 10 pin with a brown phenolic trim ring and I am using a plane black ring on a g core shaft. My question is can the shafts trim ring be milled off and a phenolic ring be installed to match my cue? This would save me from buying another shaft/tip to match my cue. Thanks

Yes, the black ring can be turned down - "milled off" as you say
Yes a new brown phenolic ring can be built.
Color match??? that's that's the tough part.
My 2 cents

It sure can ... and just about any cue maker or repair person can do that for you.
The only hard part would be matching the color of the phenolic to the existing ring on the joint. There are many different shades of brown.
Perhaps someone here will respond with an offer to do that for you.
