Does the fact that the 2nd amendment was written in the times of the late 18th century change when applied to the early 21st century?
Times are much different today and so are the weapons.

Exactly, perhaps we don't need over 4 rounds in a rifle mag when two would work but any reduction is seen as giving up the entire lot.

No it does not.
They knew technology in weaponry would change.
They were witness to it in their time.
Ergo why the second was worded in the way it was.
There is no technology test involving the second amendment.
