Looks like a Bob Renis. For some reason they seem to command a few hundred bucks, but I personally wouldn't pay much at all for one.

I still have a Joe Bouska cue, from Texas.
All of his cues are multi color dymondwood. Hard as nails.
Several were bought and sold in the area, all for +/- $200.
I like mine.

The Bouska cues typically did not have the shape of the cue in this thread.
The cue here reminds me of a Turtle cue.
