...this was about casual laborers trying to get a day’s work in.
The 12th hour in this scenario is noon.

Taking "the 11th hour" literally would be like taking "he kicked the bucket" literally, when someone is trying to tell you that someone died.

And, even if you take it literally, which hour is the 11th hour depends on which hour you begin with. There's nothing in the meaning of the phrase itself, even taken literally, which determines that the hour we begin with must be midnight.

In the original biblical passage, Matthew 20:1–16, the first hour begins at 6 am, because that is when the workday typically began.
