These guys appear to be checking to see if the cue ball is frozen to the rail. Aside from making the shot more difficult does it matter?

if it is touching the rail then no foul, if not, then it was a foul.

LOL Thanks, how did I miss that? Those guys are both good players although I had to skip the part when the guy in the red shirt was at the table. Very slow player.

Prior to this shot, was there an attempt on a safety. maybe they were questioning if the Cue-Ball touched the rail.
