The biggest place now is social media particularly facebook. I have several pages that will have tournament info and it can be local, regional, and national.

try google for various leagues:

what else do you suggest johnny?
the room and or surrounding rooms usually do something
you do see it on facebook/twitter(social network)
you can usually hear about them on weekend live streams
where else would a player looking to compete be located that he would miss these
outlets?
and depending on the size of the event you would see it in a magazine( I know there are very few circulating)
