Where can I buy a 3/8" x 16 tap that can go in about 12"?

If your tapping wood. You might consider using threaded rod and modify the front of it to a tap. Or take an 8 inch tap and weld an extension on it.

Why did he need that length?

I'm guessing he wanted to thread a buttsleeve for 3/8-16 weightbolts and that the 16" length was just a number he kinda threw out there. I gave him a link to the one I use, it's 8" long wich is plenty long enough for it's intended use and he seemed very happy with that :smile:
