not all videos, but most recent ones, you can click the settings button and turn on auto generated subtitles for the language,
then you can come back and set the auto translate to any language you need!

try it for this video, it works in english, now let us learn
click the settings button, click the subtitles
click the french button
so now you have french subtitles
click the settings button again, click subtitles again
now the third option at the bottom is able to use, it says auto translate
click it and now opens another menu with many languages, find, english, and voila!
