Schon ID and question

I was wondering if the cue was built like this or could there have been an issue and someone changed the rings at the top of the wrap. If anyone knows the model number of this cue please let me know. Thanks for the info, no that is not the original shaft. Just one I added for the photo, I can't say for sure if the original shaft came with it.
