When a cuemaker makes a cue and leaves the butt drilled and taped for a weight bolt, what is he giving the owner to work with while still maintaining the balance and playability designed into the cue?

You could probably add in a half ounce with little change in balance point.
As far as change in playability, I've added & deducted weight and the cue played better by making the cue the weight I like to play with.
