History of the Definition of "Playing Surface" in Billiards

You should note it is not a foul for a ball to leave the playing surface but that the foul is for a ball leaving the table. If in fact leaving the playing surface was a foul then all jump shots and most breaks would also be fouls as the cue ball leaves the playing surface.
