The joint looks like a older meucci cue.
What is lenght of the butt?
If it's short it could be a old meucci that had butt cut off and that white derlin or whatever it is put on the end to fix a cracked butt.

Cue is 56 1/2 inches long. Butt cap appears to have been made from ivory ball.

Butt is on thick side, 40 mm

Joint material appears to be hard plastic looking material.

Conical taper, 13 mm

Well that warp does make it look like a older cue and it's on the short side maybe it could be a Martin cue does resemble one. But joint just looks wrong for that.
Answer could possibly be under the warp, alot of cuemakers write something their from time to time.

Sure somebody will come a long with more information that's wiser than me on tis old cue.

The only cue I've seen made in this style with that butt cap (ivory cue ball?) Is a Harvey Martin I owned briefly.
