Cushion profile design question

This may be a purely academic question without practical application, but, Is the slope of the angle of the cushion mounting surface of the rail liner critical to the reaction of the balls off the cushions of K66 configuration? This assumes that the cushion nose height is BCA standard of 1 29/64”.
The angle stated by providers of replacement rail liners is 15 degrees.
However, if a k66 cushion is mounted on a rail that is 1 ¾” high, the angle must be 22 ½ degrees to position the cushion nose height to the BCA requirement of 1 29/64”.
This also brings forth another question – Where did the cushion profile configurations derive from and what were the factors that went in to those profiles?
