The way an APA franchise works is you are buying a territory in which you can establish and operate an APA league. You would have to go around to bars and pool halls selling them on the idea of an APA team and then hire a league operator to run it. In the APA the handicaps are important to keep accurate so a good league operator is a must.

I'd offer maybe a third of the asking price in the current covid environment because you don't know whether there will be any pool leagues until and unless a vaccine occurs.

The local APA operator here sold his area a couple months before the covid hit. Good timing lol, and it was for a whole lot more than $15k like 10-20x more.

Any business is worth more if it’s established with an existing, solid customer base and a verifiable history of earnings...

Oh yeah. You're buying paper, air and hope based on prior earnings. They own nothing except for the right to use the system.

And that system, especially when already established, has value.

Most businesses are valued as a multiple of their earnings. Nothing at all unusual there.

magnetardo...The $15K is the software and franchise fee. APA franchises are currently selling for appx $1000-$2000 per active teams.
