even some snookerplayers from belgium have made a 147, and you probably have never heared of any of them. You would be surprised how many have made one. Doing one in the Wold championship is a totally different thing. Many go for the frame, and not the 147. If they are lucky to have made a break high enough to be sure to win with only black and reds, they might think about it, and even then, some would just play the highest break of the tournament (20k for the winner of that).
