First , do I need a lathe to replace a ferrel and tip?
Second, I've got two shafts that need retapped. Is this something I can try? I have no experience with cue repairs and just basic wood working equipment. What are some ways to tighten the threads? They're 3/8th 11 wood to wood. Thanks for your help.

To do a quality job you do need a lathe. Your repairs are beyond what you should try since you don't have the experience. Go ahead and get the repairs done by your local quality cue repairman and save your self a lot of head aches. If you don't know one near you look at the below site on the members link and you might find one near your area.

Andy, The best way to tighten the threads is to plug, drill, and retap them.
There are other ways but this is the best. You WILL need a lathe to do this.
Why not take a look at Chris Hightower's Cue lathes
http://www.cuesmith.com/
or perhaps Joe Porper's small repair lathe.

You will be suprised how much ferrule and tip work you will get once word gets out you can do quality work.
