Your question might be a first like this on AZB Forum, not a Cue-maker but amateur woodworker, so not sure where you want your Inlays, but first consideration is you are going to have to Remove Wrap, do Inlays, and if successful refinish. Then who ever you have to do the work has a taught job on their hands, as they are not building from scratch, they are doing what I would call high risk operation.
Maybe I am going to ask a dumb question, but if you’re happy with the Cue in question. Why take a chance on screwing it up?
Second if the project you want done is a successful, the Inlays will not make the Cue play any better. Might be nice to look at, by that is only a feel good thing.
Honestly if you do want some Fancy Inlayed Pointed Cue, I would have it built from scratch. You can have it your way, your design, and it will be easier & less praying in long run.
The one person who I think will give you an honest idea, if what you wish is possible, is AZB Member Bob Owens, he is like Boy Scout, trustworthy, friendly, and will be honest on the positives, negatives, and last if possible. Plus give you fair & honest price stripping removing wrap, new inlays, rewrapping, and last refinishing. Bob would also be good choice for NEW Build.
I have had folks who know my wood working ability, refinishing ability, talk to me about doing a job for them. I said it my hobby, and I do not want the liability of screwing up some antique, or have you unhappy with outcome. Not interested in paid projects, out only a time killing hobby.
Like I said I am not a Cue-maker, but if I was, I would want nothing to do with a potential job like you want done, see too many RED FLAGS. If you find people interested in your project, check em out, talk too more then one, also ask realistic time frame for completion.
